This would solve all the complaints.
You would still need to "experience" the content but eventually you would unlock flight.
This would make Argus less of a drag on alts, give pro-flight players something to look forward too and give anti-flight players time to explore things from the ground.

Make it require both new reps to exalted along with all the story line questing and we have a big enough time sink without people quitting over the lack of flight.
